Mix media types.

To create his abstract collages, Oscar starts by adding a photo layer to a composition. He uses the Elliptical Marquee tool to select an area of the photo and creates a new layer from the selection using the keyboard shortcut Control+J (Windows) or Command+J (macOS).

Add blur and blend effects.

Oscar uses a Gaussian Blur to abstract the details of the photo before applying a blending mode to mix the image and shape layers for a unique effect.
